International Cyber Centre, George Mason University, USA Biography: Joseph Richardson has worked in cyber security and critical information infrastructure protection (CIIP) policy since 1999. He was a key contributor to the policy framework ratified in ITU-D Study Group 1, Question 22/1: Securing information and communication networks: best practices for developing a culture of cyber security. He developed the national cyber security self-assessment approach as a tool for governments to take stock and develop a national cyber security response. Mr. Richardson speaks regularly at international conferences on developing a national approach to cyber security and has facilitated efforts individual countries to this end. He taught a course on national cyber security policy at the United States Telecommunications Training Institute (USTTI) in Washington DC, and is a Senior Fellow at the International Cyber Center at George Mason University where he has conducted surveys of cyber security capacity in Africa and the Americas.
